I think your confusion throughout the episode could come from a mix of both the gap between seasons and how much things have changed in the show. It seems that since the end of the previous season, the ASA began occupying Freeland, establishing a curfew, and probably other things. I'm guessing as you go through the season things will become more clear. This is actually around when I started watching Black Lightning as it aired. I think I hadn't really looked into the show until it was in its second season and finally got around to binge watching the show around the start of this season.
