The rogue NID agents that created this Anna clone used the Nanite technology that SG-1 acquired back in season 1 episode 9 in order to rapidly grow her. This was the episode where, as part of a Goa'uld's experiment, the people on another planet were aging rapidly due to the same Nanite technology. A 12 year old would only be 12 days old and the people there had no idea that this wasn't normal. Eventually Jack became infected and started aging rapidly himself. Not sure if you remember this episode.

Yes, the show was expected to end, even with Atlantis being planned. There's more to it, but I will wait and comment on the season finale so I can talk about that more freely.
