In some places people will stack rocks to commemorate something. Maybe an achievement or in other places to remember a lost loved one. Kind like a tombstone marker. Joel was stacking the stones in the beginning in remembrance of Tess who dies at end of previous episode. He couldn't do it where she died because they had to run, so he did it here by the pretty river.
