Yes, you have seen that guy playing Alfred's old war buddy. He played ... Fitz's dad Alister Fitz. They wanted both of Fish Mooney's eyes because they were pretty, a matching set. .They had no use for a single pretty eye. So by destroying one, she saved the other. They left the hood there because....reasons...ok, that was lame. They definitely could have come up for a reason the hood (I'm sorry, that not a hood, that's a ski mask) getting out and about. A cop collecting evidence stealing it, something better than leaving it on the ground.

And I forgot that the red hood was a gang before Joker wore it before he fell in the acid then Jason Todd etc. Really interested to see where the Wayne enterprise conspiricay is going, love how much Gordon and Alfred love Bruce and the Fish stuff ain't my fave but I love how Gotham just acknowledges how weird shit gets and stays dark like that doctor wanted specific body parts to keep preserved for the Doll maker that's why Fish cut her eye out and stomped on it, the doll maker wants his victims preserved as we saw in Arrow
