One For All started as the combination of the ability to stockpile power given by All For One, and the wielder’s original quirk of being able to pass a quirk to someone they choose by having that person eat/take in some of their dna. As the power grew with it each wielder it became the awesome strength that All Might used. All Might and the previous wielders didn’t get the quirks of the others, he couldn’t use Float he would just use his strength to propel himself into the air like Tomura did this season. The fifth wielder told Deku in Season 5 that One For All is expanding inside of him. Before they thought their consciousness were the only parts of them passed on with the stockpiling power. When the quirk expanded it gave access to their quirks as well.
