Blessedly, a number of American school districts are completely getting rid of their 'gifted' programs because of the fact that they don't really serve any purpose. My mother teaches HS (secondary school, I guess) and her school has done away with their honors program entirely because it had reached the point where parents were forcing their kids into it against their kids' wills in order to resume-build and it was producing terrible outcomes for everyone.
