At least his brother is in the bingo book. They both look alike and have the same power, so that might explain how Kai knows who Suigetsu is, since those include known associations. Suigetsu himself might be a good bargaining chip for Zabuza. A dude trained to be a 7 swordsman, would hate the current regime under Yagura and has a pretty busted kekki Genkai.
