Shenhe makes more sense then the others given that she really only has had one mod dedicated to her but Lumine not only has the space hunter mod but also has her original BH mod, Hu Tao has the D.va cosplay mod alongside her og BH mod. Personally, I would like to see Diona get something but Qiqi is fine.
