I think the writers confirmed that she really was 15. But I don't have paperwork that backs that up :-)

Yeah, that's part of what makes her character so confusing. One minute she's extremely intelligent, strong-willed, and/or mature, and the next minute she's a clumsy, screaming, emotionally-fragile mess. 🤷‍♀️

...additionally, because she's Gallifreyan, Susan may be the teenage equivalent of our age fifteen - so,100 years old maybe! When Jess (Seskasays) reacted to this she fell into hysterics at the thought of Ian being involved in a penetration explosion. I have no idea why :/

The problem I think also is Susan just feels younger than she is by the way she acts, and is treated, which I guess in those days was the norm. She may be 16, but she comes across emotionally as 12 often to me.

Susan was 15 when we first saw her, but by now she is 16ish. I believe David was roughly 18ish, although I have zero memory of where I got that info from, and maybe I just jumped to that conclusion. Susan was definitely that age, but you do make a good point about how such long-lived beings could confuse things a bit.
