For a long time, this story was among those that were completely missing from the BBC Archives. Its reputation within fandom (based, of course, only on the fading memories of those who had seen it as children on its original broadcast) was as one of the show's all-time classics. Then in 1991, a copy was rediscovered in Hong Kong, rush-released on video, and we all got to see it for ourselves. The story's reputation dropped a few notches as things like the obvious wires and lightweight dummy Cyber-Controller in the fight scenes revealed yet again that the show's reach was exceeding its grasp. The "shaving cream" oozing from the Cyberman's innards in Episode 4 also looks pretty tame now (but attracted criticism at the time for being too graphic). But overall it's still a very polished production (as you say, the set design is particularly impressive) and scenes like the Cybermen emerging from the tombs and the Doctor's heart-to-heart with Victoria still resonate well.
