I have a lot of mixed opinions on this series, but will save details when you've finished watching it. Bill Pullman's character does feel really out of place, but like most other Doctor Who series it all makes some sort of sense in the end. I think mainly his role is to represent the extreme scenario of someone not dying when they were supposed to - and the outcome of him surviving the death penalty. I do think you'll at least enjoy this series as we get Gwen and Jack back for one more run, but Torchwood is very different to how it was at the beginning, and I think the audience lost interest with the big move to the USA.

His sentenced punishment was carried out successfully, so keeping him in prison would therefore be wrongful punishment & attempting to execute hi again knowing he can't die would fall under cruel & unusual punishment While no one would want him out, from a legal standpoint everyone's hands would be tied & under the new rules of the universe laws would have to be changed for the future to accommodate Humanities new undying status
