The thing with Cybermen and Daleks is that they continually update themselves, so often what worked in the past will eventually not work in the future, making that machine you see there somewhat obsolete. However, it is still a common feature that Cybermen are weak to emotions. As for Tobias Vaughn's lazy eye, if you look closely the actor has scarring above the eye that cuts through his eyebrow, so I suspect he has slight nerve damage. These things tend to get worse the more tired a person gets. I know this because while nowhere near as bad as him, I am somewhat the same after a road accident left me with a cut above my eye. For me it is only noticeable first thing in the morning, or after I have pulled an all-nighter.
