I think the conference plot and the prison plot were tied together and conncted pretty well. Initially the Master was using the Chinese delegate (who was connected to the Keller machine, which was at Stangmoor prison) to commit murders and ruin the conference, but the Doctor foiled that plan. At which point the Master moved on to try and hijack the thunderbolt missile instead and use that to achieve the same result. He needed some help to do this though and this is where the prison comes in. He needed the help of the prisoners to be able to do anything. He already had a way in for himself because he had installed the Keller machine in that prison, which he needed to do because the parasite inside needs to constantly feed on negative impulses and a prison is the perfect place for it. The master used the influence he had already bought himself at that prison to take control of it and set it up as the base of his operations. It all connects.

2023-10-30 09:31:01 +0000 UTCThe Master's greatest fear being the Doctor standing over him and laughing is so perfect for his character because it makes his motivations crystal clear and explains why he came to Earth. It's all simply to cause chaos and get the Doctor's attention and in some twisted way, win his approval. The Master has an inferiority complex and will do anything to try and get one over the Doctor. This also explains why he always ends up in trouble because of who he chooses to align himself with. Everything he does is just a grand game he's playing with the Doctor, so the decisions he makes are impulsive because he desperately wants to win that game. The alliances he forms are of no consequence at the end of the day. This also explains why he always falls short of killing the Doctor, even when it seems he has the perfect opportunity to do so. If the Doctor dies, who else is there to play with? Very much like the Joker said to Batman, the Doctor completes the Master. He gives him purpose. It's quite remarkable how the writers have managed to make the Master equally as interesting and developed a character as the Doctor in just two stories! I also love how this was referenced in the series 3 finale, with the rejuvenated tenth Doctor levitating over the Master.
