I was gonna write a comment saying you may have encountered those 2 Pikachus back to back in Viridian Forest because Pokemon with ability Static have a 50% chance to force an encounter to be electric type when in the lead slot, but then I double checked that was right and learned that that behavior only started in Emerald, so nevermind, that was just a casual 1/400 double encounter.

I think:
Secret Power > Mega Punch > Mega Kick
Did this playthrough so long ago I don't remember exactly what was going through my mind. In generally I think higher accuracy is almost always better, unless you're looking to get one very specific and critical OHKO.

Thesis:
Some quest ions.
Table A: When you get to Cerulean I believe you have the opportunity to learn mega punch or(? possibly and) mega kick. Raichu had been relying on slam until then. Slam has the same power as mega punch but worse accuracy and the same accuracy as mega kick but way less power, i think. Are you sure that picking mega punch was correct in this case?
Conclusion 2: I watched this a while ago so I might be misremembering, but I think mega punch's accuracy cost you some fights. Including some fights after you could have gotten secret power. Did you have a reason for skipping it? It seems particularly weird when you prioritized accuracy in the case of mega kick vs punch. Maybe you had calculated that secret power would be too weak with its 10 less base power or maybe you just forgot it or thought it would take too long?

If you ever need to do a lot of training in this game one tip I can give you is on route 12 there is a fisherman named Elliot and he is pretty close to the building where return is. When you use the verses seeker to rematch him which you can get in vermilion City, his rematch team gives the most experience out of any trainer in the game with the exception of the elite four since he has four Pokemon and they're all water types and they're nearly fully evolved. I think when I did the math he gave over 4,000 exp

One tip. In koga's gym, the invisible walls are a bit different from yellow so after the first juggler you can actually just skip the tamer and the other juggler
