I always read the "Mr. Kurns" part as Homer trying to intentionally write the card as if Bart had some sort of learning difficulties, so Mr Burns would feel sympathy for him and give him the money. That why I thought he made him say "Me Sick" at the end, to better spell out the implied learning difficulties. I also thought Homers responses ("Oooh, he card-reads good" and "It's Kurns, stupid") were that he had gone complete method with the character he'd created for Bart. Anyway, the joke works for me as stupid Homer or manipulative Homer, it's funny either way.
