Yeah Korra and Asami were more thrown in the end there just for something fun, another layer of confusion to Azula's situation, and the general fun of their ambiguous non-straightness at the end and their possible need for encouragement to explore that... Since, as we know, all girls just need a bit of training to admit that they like other girls. ;)

Most fan art ones like this are just for fun.
However for Azula I actually think it fits. Her biggest thing is that she had a self-denied childhood and had a neverending search for power. Keeping her emotions in check through her willpower until when that failed she couldn't contain it anymore.
Her punishment/redemption being this makes a lot of sense. A mommy to love her and give her the affection she always craved. A life without any big worries. Where she needs to worry about nothing as her mommy will take care of it. But also a mommy with the domination and strictness to break through the iron wall of stubbornness she has build up around herself.
That being said I don't think it fits Korra or Asami as well. They could benefit from maybe a break here but nothing long term as they are mostly mentally stable.
