Many of his fans will say that he wouldn't do it. just the previous episode when he arrived at the siege, he told the frey brothers not to make threats they wouldn't carry out. Jaime is known for his brutality when it comes to making sure his side survives, or wins. Part of me believes Jaime definitely would've done it. But at the same times, his vows keep him from bringing anymore harm to the houses of tully or stark. Maybe making threats you won't keep is useful when you're the kinglsayer. Still the best character though.

2019-03-15 04:02:15 +0000 UTC100% agree. He was bluffing so as to get the outcome that meant the least amount of lost lives. He may have been okay with (trying to) killing Bran back in season 1, but he’s not that guy anymore. I firmly believe that’s bothered him for at least the past 3-4 seasons.

He wanted to get out of there without losing any life, and especially without having to fight Brienne...likely because of her influence on him. You can see his disappointment when he learns the Blackfish was killed - he didn’t want that, and not only because he had always admired the Blackfish.

Jaime used his reputation (which we know he hates and thinks is unjust) to bring the siege to an end quickly with minimal loss of life. Sure, he wants to get back to Cersei, but Jaime is becoming more and more his own man in a lot of ways. We have already seen him make decisions behind Cersei’s back (freeing Tyrion, sending Brienne and Pod off to find and protect Sansa when he knew Cersei was looking for her, etc.) We’ve never seen Jaime that fierce before because he isn’t that fierce. He simply knew what to say to make Edmure comply.
