2019-06-08 15:05:47 +0000 UTCI don't think the anime goes into it, but Quirks get grouped into three types: heteromorphic, transformation and emitter. Heteromorphic means that their bodies are just different in some obvious way, like the guy with the tail or the invisible girl. Transformation quirks change the body temportarily, like the rock-skin guy. Emitter quirks let the person produce a substance or energy, so Bakugo's nitroglycerin, Mina's acid, Todoroki's cold/heat. Obviously you can also have mixes. Mina for example has a purely cosmetic heteromorphic quirk, hence the alien look and an emitter type to produce acid. So what they were saying is that Aizawa can stop Transformation and Emitter types from activating their power, he can't change heteromorphs back into normal people, so his power doesn't work on them.
