The law only applies to quirks so whatever self-defense laws exist in Japan may still be in effect. (It’s never been specified) However, it’s mainly applies to public property. So a civilian being robbed in a home can defend themselves. (Not sure if they can kill). Deku said in the first episode that lawmakers are still trying to find an efficient system. However the non specific policy in effect has two major flaws with civilian self defense and hero in training self defense. The main reason this law is in effect is because vigilantism became such a huge problem before. They don’t want a civilian to be caught in a bank robbery and be like hey I can save the hostages then get everyone killed because their quirk made everything worse. Bottom line is self defense is allowed but not to kill and there is a Grey area about quirks being used so lawmakers just bottom line said no to using them on public property without a licenses. In short yeah your supposed to stall for a hero in public. Kacchan sort of got an exception while he was caught by the sludge villain because he was more panicking than fighting. But the law prevents bystanders without a licenses from stepping in and using a quirk and potentially making everything worse with their quirk. Deku got away with it because he didn’t use a quirk. The police however do know about the grey areas and in some cases will sweep it under the rug. Overall, the law isn't fully explained, but it is mainly a plot device that prevents our young heroes from fighting whenever and however they want. Basically they can't just start going after villians on the street. The law is why they are at hero school in the 1st place and also so they don't get killed by skipping hero school and going straight to hero work.

Hands guy is Shigaraki, Kurogiri has addressed him as that a few times. Yeah, Deku isn’t making it easier for All Might to hide his power. Kirishima sort of gave his attack/kick away to Shigaraki by yelling. The reason Bakugou seems calmer is because he is in his happy place. (fighting enemies on his own terms). Quirks are extremely well regulated in Japan for better or worse. You can use quirks to whatever extent on private property, but they must have a provisional or professional license to use them in public. You must have a license to kill using a quirk, even in self-defense or self-defense of others. In the case of the USJ, it is private property and they can attack, but they still are doing so without explicit permission from Aizawa. Also, to go after a villain you need to go with a professional. The main reason the no-killing-without-a-license is in place, even in self-defense, is to combat vigilantism. This story takes place in the future, and the reason they have government payroll heroes and strict regulations is due to a past vigilantism problem. That is where the profession of a hero had its roots in this society. The no killing is basically a government flex saying, “Don’t even think about becoming a vigilante. You want to kill you have to train and become registered.” It’s ineffective and can get people killed, but it prevents what used to be a bigger problem, vigilantism. In most situations training heroes have never been attacked like this before and with the number of villains here, and when they have been, they are usually with a large group of pros or sidekicks that have their licenses. This has created a grey area, where you can see the law is not well thought out, but more of a quick fix to vigilantism. The law prevents civilians from becoming vigilantes and from getting themselves killed by villains, but it does not focus on the transfer area between civilian and hero. Other than Shigaraki wanting to kill All Might, he has no real convictions. He made up the story about government sponsored violence, which is why it sounded weird and why All Might saw straight through it. Nomu needs instructions from Shigaraki to work. As you can see, he stops moving sometimes until he is asked to do something. Also, so many reactors describe Nomu’s flight as Team Rocket Blasting Off Again! 😂
