2022-05-15 12:37:02 +0000 UTCI think they really wanted to catch Ironwood off guard to disarm him. Because that gun is big and seems dangerous if he trusts it enough to hold Penny at gun point. So letting him get close to "Penny" was the best way for Emerald to take away the gun. And because Winter was in contact with the heroes, they probably knew about the gun. And Ambrious turning Penny into a "real girl" (you are totally right that she already was a real girl by the way!) was Ruby abusing a loophole. Because she only asked for the new robot body with the virus. She didn't tell him what to do with Penny's soul. But he needed to do something in order to not destroy her. So he created a "real" body for her. Or he gave Penny the ability to create one herself. So Penny's new body was what Team RWBY wanted from Ambrosius but because they didn't ask for it, it doesn't count as the creation that disappears once something new is created.
