The island in the post credit scene is likely some form of Wonderland given how often Ozpin referenced "The Girl Who Fell Through the World" in this volume. I like to joke that it's Destiny Island from Kingdom Hearts because of the giant tree and the beach but that's just me.

Sorry for so many comments but there is so much stuff to talk about. I personally am more connected to the Ace Ops as an unit and not their characters (save for Marrow, I love Marrow). I don't dislike Elm or Harriet but they haven't had much to do. But them as a group who refuse to see themselfes as friends and them having a chance because they realise that they already were friends works really well for me. And it makes me excited for their arcs in the future. Because I actually am impressed how well RWBY knows when to give its characters focus. Qrow for example didn't really fit in this episode but they still gave him little moments to remind us where his headspace it at. They could have easily skipped the last scene but they didn't. RWBY finales are almost always like this. Some characters that didn't have focus in the Volume get sidelined but that isn't bad because they will get their moments in future Volumes.
And after rewatching V7 and V8 I kind of don't like Clover anymore. Don't get me wrong, he is a fun character. But he also is a cocky military person who never questions his orders. Him being willing to throw his friendship with Qrow away for an order he doesn't know the context of makes it clear. And it also makes sense why Harriet would think Clover would go through with delivering the bomb.

I love this episode title hinting at "Checkmate". The final word of the episode and the thing that started it all for everyone. "Queen has Pawns".

Another few tidbits: Ironwood and Watts where confirmed dead by the writers. And that is no spoiler because they intended their last scenes to convey that. And the refugees are dead. Remember that those are civilians that probably haven't had any training to activate and refine their Aura.

I think calling Penny's death not fair is pretty accurate. And part of the tragedy is that she didn't get to live her life. But I think for me I am happy that Penny got to come back and be her own person for a while. Because her first death was completly decoupled form her own desires. I mean she planned to move to Beacon but never could because of what Cinder did to her. So seeing her since Volume 7 make her own choices despite Ironwood trying to control her and making so much friends because of it (like Winter and Nora) was enough for me. And having her struggle since she was intodruced be made real by the virus and seeing her overcome that and her second death not being for someone elses goal but about her protecting her friends was a fitting end. But it is still not fair and a real tragedy. Which makes it totally fit in the tone of RWBY right now.
