It's also based a lot on the genocide of the Indigenous Ainu people of Japan, which I think is important to note.

Though you can still certainly find themes that tie to that. But yeah the "Just following orders" debate about the responsibility of individual soldiers has been going on since the beginning of conventional warfare. The thing that I think is most important to keep in mind viewing history is context around the availability of information. Living in the information age it's easy to forget how little information the average citizen or soldier had about foreign affairs and what little they did get was largely skewed by the state. Combined with how little people could afford to travel it's not like they had any way to vet that information, so once they get roped into conflict most were probably just trying to survive and make it home like Hughes. It's why I truly believe that unless we get into some Mad Max style resource wars due to out of control climate change that large-scale, conventional warfare is obsolete. Educated and empathetic populations do not make good soldiers and make even worse war-time nationals. So we'll continue to see a shift towards cyber-warfare and huge online PR campaigns by all involved parties whenever there is conflict. There's a bonus episode/OVA that goes deeper into Mustang and Hughes time spent before and during the Ishvalan war that I recommend after you're done with the show if you're interested in that kind of bonus content.
