Better than leaving it with this government, especially since in Winter Soldier, the government and SHIELD was infiltrated by HYDRA anyway so it's best to learn from past experiences. Poor Sam. As you mentioned in your discussion, in the end he must have been feeling like shit due to his decision and the government taking advantage of it.

2021-03-23 20:26:15 +0000 UTCI suppose this is divisive but I wasn't a fan of Sam denying the shield out of humility. I understand why he did it but on the other hand, Steve chose him and handed the shield to him so in this case, I don't think that even humility is a good reason to deny the shield. Still, what the government did here and took advantage of it was really shitty obviously. In the comics it seems to make sense because the shield is government property.
