I think people misinterpret Leonard and Penny's relationship quite often, particularly, they forget that Penny has commitment issues, that's clearly the point behind the early episode where she considered breaking up with him. But the point is that as much as she has trouble navigating a serious relationship she does love Leonard even if she isn't comfortable saying it yet. I always thought that the writers understood them more than the audience watching the show
