After entering a contract with CC (Aka C2), you unlocked your Geass, or inner-most desired ability: The ability to not only make women Ticklish, but also leave them desiring ticklish fulfillment from... well, you! Even to the point of subconsciously restraining themselves until they pass out.
This is just one of the many sessions to follow. You should probably stop wiggling your fingers at them though. Shirley looks like she's about to have a heart attack.
