Suspected superpower from Deus: he's able to know what to say to get the reaction he wants (within limits). The scene with the African King he had killed he knew he was going to end up with the son. Apparently Maxima is an exception to this, or her personality is such that his ability to manipulate her is constrained. Vale is unaffected as she is apparently an Eldrich horror.

I mean it's sorta been established that she can't kill Duece's bodyguard, whatever the hell she is, and seeing as She has little else to offer in the way of payment for whatever it is she is after, she may actually feel like this is the easiest way to get what she wants. And though she would probably never admit it, I think That she feel like she has no option in this endever.
