To be fair, arch-swat is a unit meant to respond to superhuman threats, not to police the streets. If a situation doesnt require the application of supernormal levels of non-lethal to lethal force.. They are not likely to be the team you need. (obviously doing search and rescue/cleanup jobs in disaster areas is one noteworthy exception).

Halo could have used slightly better words. "Use non-lethal force whenever possible" could be taken to mean "Use force whenever possible, albeit non-lethally." But I'm not complaining. I wouldn't have said it any better without a script.

Heck, in a society where we have decent vaccines for measles, mumps, and rubella people still contract those diseases (sometimes through missing the vaccinations, sometimes through choice of guardian). High tech and high standard of living offer the opportunity for a better life, but not the guarantee of one regardless of our own actions. The obesity epidemic in First-World nations is a good example of that. It would be hard to relate to (and build a fictional world we're invested in) a society where people don't act like people in a way we're familiar with.

Kinda curious how a society high-tech enough to create "limb suits" wasn't advanced enough to prevent children from being born with such disabilities. Then again, maybe they can't for some reason and that's why they're so good at making limb suits. They had to be.
