Given the background I assume he is currently in the states, although with their home world in ruin she is technically a refugee and he could likely give her citizenship to the country he "manages."

Maybe not 100% up to date on all the idioms... he probably speaks Alari like their version of an 18th Century Englishman transported to 20th Century Canada... but more than well enough to be understood.
