I wonder if there are any restrictions or issues with the grater galactic government (I forget the name) with having an alar on a pre-FTL world like Earth. Given the background I assume he is currently in the states, although with their home world in ruin she is technically a refugee and he could likely give her citizenship to the country he "manages."

I'm thinking that, being the genius he is, he listened to an Alari language tape. Once. And now he's fluent.
Maybe not 100% up to date on all the idioms... he probably speaks Alari like their version of an 18th Century Englishman transported to 20th Century Canada... but more than well enough to be understood.
