Blowing off a supervillain's leg when there's a very good chance that it will get caught on a camera phone isn't really much better than blowing off their head, at least from a PR standpoint. Of course, if you blow off a head, there's less chance the supervillain in question will sue you for super-police brutality. Either way, dismembering villains takes the public perception down a specific path - even though Maxima did it in the team's very first public fight. Arianna would prefer to avoid that path, Maxima would also, but understands the value in showing that the kid gloves come off very quickly when dealing with super powered crime. 

But Peggy's on the team for a number of reasons. She is a pilot and someone Max trusts as an Lt. Also, Maxima didn't want a situation where Spider-Man is busy keeping a section of bridge from collapsing on some civilian, giving the Green Goblin ample time to fly away on his glider. In Maxima's scenario, Hiro is keeping a bus from tipping over a bridge, the Green Goblin analog is starting to fly away, and suddenly he takes a 7.62 in the ankle and falls screaming off his glider. 

Of course the other important factor after you catch the villain is to not stick them in some ridiculous revolving door penal system like Arkham Asylum. I actually don't know what is considered canon in the DC universe in terms of how many times various criminals have been incarcerated either to escape or to be declared reformed only to crime again, but considering Arkham was in stuff as old as the Super Friends cartoon and probably a lot longer before that in the comics, it feels like Joker has been in and out of there like 400 times. Like, so many times that the Joker would have to be well into his 80's if he even spent a few months there each time. You would think that Arkham would probably have been shut down a long time ago. But that's not really how American comics without a single, contiguous storyline work. Every writer that gets his hands on a title can basically just ignore what came before. The Grrl-verse doesn't work like that because I don't have 30 simultaneous books coming out every month!

At least with Lapha, it's just a cultural difference. Space faring cultures apparently fix or regenerate limbs routinely. She doesn't realize Peggy is getting a unique opportunity.

Unfortunately, our culture values and rewards psychopathy, to the degree that those without empathy don't even hesitate to express their lack of understanding for Peggy's feelings, or their disagreement with them.

Peggy's guilt is an obvious feeling. Having access to something others cannot ever get that will be a full cure is something any person with empathy would hesitate over.

Little wonder she doesn't get it; she's never had a body of her own to begin with, and has been incentivized to have less of an attachment to it than even others of her kind, i'd wager.

As for the other continuity questions about Arkham, IIRC official canon timeline was 15 years since year zero as of DC Rebirth, but it's been awhile so it may be a few years higher. And while I can't speak to most of the history of the comics, Arkham gets escaped frequently, very rarely does a supervillain get released for supposedly being cured. I believe that was a fairly common thing at some point, but that was at least a couple reboots ago.

That's because several of them were officially mind controlled for the riot and had existing warrants for non violent crimes and thus got a plea deal like Jabberwocky, or got deemed too valuable to let out of their site, like the alien spirit that possessed Sydney here. There is an actual supermax where they basically need to make custom containment protocol for every inmate, we barely see that, but Kevin, who triggered the riot with his aggro magic, was shown be kept high on weed constantly to keep him chill and gets out for a "training exercise" on a remote island to let out his magic aggression periodically, for example.

When I was contributing a prequel story to a friend's "Omega Girl" universe (on a particular public story archive), I made sure that, even though I was adding a mentor character of similar power (Omega Girl's power level is on par with Superman/Maxima), nothing happened that contradicted existing canon of the original stories. Unlike some of the other authors who contributed, who introduced some pretty radical retcons to some secondary characters.

When it comes to incarcerated villains, the Grrrl-verse seems to operate like many Anime where defeat means friendship. We already have a handful of ex-supervillians on the team, essentially doing 'community service'

Current continuity, arkham is gone (blown up/gassed, destroyed). There's an 'arkham tower' now, which other than a rocky start involving big pharma and psycho pirate, seems to have turned into an actual, legitimate asylum with actual treatment. Also, I see Lapha is trrying to signel something there in the first panel, with the shirt grab and I 'think' is supposed to be a glowing arrow with her eye fire, but even with patreon's high quality and zooming, I can't tell what, so bravo.

The reason I quit reading Marvel back in the day was that there were just too many Cooks in the kitchen. They'd do a reboot but a while later it'd be business as usual again.
