I think Dabi is right in a sense, super human society has been a pressure cooker since its inception and this is its breaking point, it’s gotten so bad that a nation turned on itself to such a degree that both the law and hero’s are losing and on the back foot against the villains. I wouldn’t even call them villains any more they are simply revolutionary I think this terms fits better because there is no moral inlay with it But back to the point, no matter who wins this war, their current society is over, with the winners making massive changes to the structure.

I always felt Toga is a metaphor for Japan struggling to handle people who are born "thinking differently". That if you can't conform and be normal, you're just condemned. Also the struggle with mental illness.

And of course we also learn a particular about Danger Sense, it doesn’t react to general danger, but rather malevolent intent. Which of course is a more particular type of danger. Hence why that lab explosion in episode four didn’t trigger it. Some fans during this particular part were asking why Deku wouldn’t just knock Toga out and be done with it, but that would just be plain anticlimactic and would go entirely against what Horikoshi was trying to tell. NTM, it would be like Deku didn’t trust Ochaco to be able to win the fight herself.

The recap stuff at the start of the episode was actually rather helpful, since the only map we had to keep track of each location in the manga was in a volume extra. What we got from Toga here was simply the prelude for what’s to come later. Suffice to say she picked a bad time to want to ask Izuku her question.
