I found a way to run it offline on android devices!! Read below!
I fixed all the reported bugs so far. I did some changes and the games runs online(or via server) better but not 100%, i think it's html5 canvas thing. You can play here:

But when you access the graphics locally(let's call it offline), it runs flawless on windows. You can download it here:

On windows: You just extract the files and keep everything in that same order of folders. You need to execute the index.html file and it will open (or be asked to open) on a browser. It should work normally. Tell me how it goes!
On android: You need an APP called QUICK EDIT:

After installing that, just locate the game you download and click on the index.html file. Select quick edit to open it. Running for the first time will ask for permissions to access files from your device. After the code is loaded, click on the play button on the bottom bar. The game will start to load but click in the "globe" icon to launch into a browser. After some seconds or minutes depending of the powah of your phone, the game should start. I tested in 4 devices, tell me what happens for you!
DON'T FORGET TO ACTIVATE THE FULLSCREEN MODE, IT IMPROVES PERFOMANCE OVER 9000 POINTS!
