The hair might a thing on Akira Toriyama's part. He might of forgotten what Bulma's hair color was and changed it. It was confirmed he was going to give 18 pink hair but his editor caught it because she was an established blonde.

That's why Trunks has his hair the way it is when he first shows up, but I'm guessing no one realized that it should have changed also, because they ended up fixing it in Super lol.
