Thumbnails are the first stage of linework -- the very first thing the penciler sends me after receiving the script. "Thumbnails" are short for "thumbnail sketches" -- back in the day, a penciler might draw little, thumbnail-sized sketches in the margin of the script. Now, with digital linework, they really just mean "rough sketches" -- rough enough for me to ask for big changes without causing my artist a ton of pain. "Pencils" are the next step after that. Things at this stage are usually a lot more detailed and rendered. I might still ask for tweaks to a character's expression and other small changes, but I'm loathe to ask for big redraws because that could easily mean hours of undone and then redone work on the part of the artist. Spending time getting the Thumbnails right is in the service of avoiding that pain. Sometimes after "pencils" there is an "inking" stage with even more polished linework (the inker would literally draw over the pencil lines and add more details). Again, back in the day, this was necessary because pencils wouldn't be dark enough to print. But now with digital art and finishing, you can print directly from pencils. Which is what I prefer to do as a rule, because I tend to find pencilwork more subtle and appealing than most inked art. Hope that helps!
