Regarding your question as to why he would leave a phone in the basement: Killers are cruel. They enjoy tormenting their victims. I think he left the phone there just to torment his victims with false hope. Even though he says it doesn't work, It's still THERE. A way to communicate w/ someone on the outside. That's MY theory.
