From an artistic point of view, I would say a uniform tan is better to convey the purity of the human form.
But the tan lines are sexy because we are aware of looking at something that is usually hidden, restricted, forbidden.
Nobody was allowed to see these parts of the body before, not even on a sunny beach, it is meant for our eyes only.

I really like the Tan lines. They are so sexy because, as you said, I can imagine to see something hidden for the "other" people.
