Hey, here's my Sugar Factory based in Miami, FL. You need the following packs for the lot to be both functional and for certain custom content to show up: Seasons, Dine Out, Get To Work and Holiday Celebration (free). This lot can be used as a functional restaurant with the Dine Out pack + perfect for birthday events and date nights.

THE FILES 'DECOR0822' + 'DZSkinDetails' CONTAIN SEVERAL MERGED FILES AND ARE IMPORTANT FILES TO DOWNLOAD. (I was not able to unmerge these files since it was a file created with an older version of Sims 4 Studio that is no longer available).
