He could have just gone to her house and propose, i'm sure Niaoniao would have said no, in the beginning but if he showed how much he liked her, she would eventually agree. Just refusing the emperor would have had her whole family driven out of the capital for defying the imperial will. How else could they stop it? It's definitely harsh, but i see where they're coming from. When I first watched this, I was also as angry as you, but after the number of historical dramas I've watched, Niaoniao's behavior in the palace would have killed her a thousand times over. But I admit that if the mom had been more patient and understanding with her in the beginning, their relationship would be a whole lot better and she would have actually learned something from them, so it's partly their fault
