I think the point of Junghwan's "confession" was to get a closure, nothing else. DongRyong was also teasing him throughout this entire episode to show more romanticism. At that point, Junghwan knew that it was over but he simply wanted to get it off his chest and tell her. Deoksun didn't even seem that surprised. It was more like "So, you did like me back then", but she kept looking at the door to see if Taek was coming. And that was it. That chapter of her life was long over and she was ready to start a new one with Taek. Even though Junghwan played it off as a joke because of SW and DR, the two of them knew and that was enough.

I personally firmly believe that if Junghwan confessed first, it wouldn't have made that much of a difference because Deoksun always liked Taek and had a soft spot for him. She just needed time to figure it out. I also believe JH and DS wouldn't match that well considering how much their personalities clash. Deoksun always needed someone that treats her kindly and doesn't bicker all the time. Taek was nothing but soft and gentle around her. He was also very decisive and brave. They've had a special connection since the beginning: how they met for the first time, how her parents want him as their son-in-law, when they travelled to China and Deoksun saw his other (mature) side, when they shared their solo time on the beach, when he wanted to protect her from the flasher, when he gave her his trophy, etc. So, so many beautiful moments.

So, Reply 1988 is actually part of the "Reply trilogy". It started with Reply 1997, Reply 1994, Reply 1988. There are many cameos & connection of characters between these three dramas.
