Marine and Navy means the same thing in parts of the real world. And in One Piece's case, the confusion between the two, is that the Japanese word for both is the same "Kaigun". Navy is really never used in the beginning along with Marines, it's just that certain translators choose to translate it as "Navy". On the buildings and official documents in the show, you see "Marine".
