The thing with Stevens birth isn't really ever shown a light on but I personally believe that while Rose was pregnant that both of them shared the gem, maybe there was an umbilical cord of sorts connecting Steven to her gem, and when the moment happened instead of him being birthed out of her, that she turned into light and just went into the gem, essentially becoming part of it and dying.
