That weird highwayman song/dance is an homage to Max Fleischer's old cartoons when he would rotoscope characters dancing over Cab Calloway's real dance performance. The effect was very spooky, as Calloway's dance style was incredibly strange and fluid, so the animations also turn out incredibly strange and fluid. Fleischer cartoons were out of control back in the day. He was trying to do the same things Disney was doing, but in a different way. Disney made a special camera to give a 3-dimensional effect to his cartoons, so that the background and foreground had better separation. Fleischer would just straight up build clay and paper mache backdrops which look completely wild today.
Lots of artists these days will call back to old Disney or old rubber hose animation in general, but it's cool to see creators deliberately remembering Fleischer and his contributions, even tho they haven't aged as well (I mean visually. Obviously his subject matter ALSO hasn't aged well but that's a topic for another place and time).
