He actually moved up 2 grades prior to meeting Luz, as he's such a genius, he skipped 2 grades, thus making him so much smaller than his peers - well, until his voice actor hit puberty. So nice of the production team to let him keep his voice role & simply write-in Gus's sudden witch puberty.
