His sigil-magic is so advanced that it surpasses their magic, so they probably can't tell that he's not a natural witch, and the idea that the strongest witch ever would want to eliminate all witches seems a bit far-fetched. Plus, he IS constantly developing portal-tech, so his fake plan sounds real. Aaaaand also the rebels are either wild-witches or, like Rain, romantically involved with one; of course they won't just take their word at face value... (also, plant-head-witch is oooooooold, she might've served Belos his entire reign. That's a LOT of sunk cost to just walk away from).
