For nami's hatsu why not a book of spells. Having a condition that she should have experienced the weather personaly and know how it works. For example currently she doesn't know that ice hail larger than a ship is not possible but after she experienced it and figure out how it works she could record it on her book then use it as a spell. Another one would be knock up stream. Super large whirlpool. Lightning rain.
