Yes, Outward would be an apt comparison. Not for gameplay, but for the TYPE of game. As an example of a game that may not score perfectly in every technical aspect we usually see on a review scorecard, but can still be an immensely entertaining experience. I think Biomutant has elements that are worth enjoying, despite its shortcomings.

"It’s not a triple-A title, and it’s not quite going to send shockwaves through the industry, but it’s an enjoyable game that’s got a vibe all its own." This reminds my of Outward. I'm so glad you made a comic strip about the game back on April 3rd 2019, because that's how i found out about that game. I hardly ever make several playthroughs of a game nowadays, but i the past 2 years i have sunk about 220 hours in Outward, over 3 playthroughs and i'm planning to do a 4th. It's in my top 5 games of the generation. It's also a game that can't be summed up with a single review score, it's something unique and special. It's a game that isn't for everyone, most people will hate it, but if it's a game for you, if you fall into its (narrow) target audience, then it's really magical. Edit: Typo fix
