While there's some merit in not just offing criminals on sight, on letting the justice system handle them, the fact of the matter is, if you pull your punches, and the criminal gets away, and that criminal goes on to hurt or kill someone, you *are* partially responsible for that specifically because of your "mercy". That's the entire basis of capital punishment, our recognition as a society that some people prove themselves beyond any hope of redemption, and that the most effective and just way to handle that particular problem is to fix it *permanently*.
