True, we had a lot of this, though sometimes unfinished games are still good ones, or 'good enough to have more than 6 hours of fun, which is basically 2 movies). And paying 24$ for an unfinished game that is already playable with fun is enough of a go for me in the sense that it might end up well. After all, I come from an era where a PC game was at least 70$ (well 90CHF in the 90s but I really can't translate it well ^^) and this absolutely never did imply that it was worth your bucks ;)
But this (alongside Kickstarter or similar crowdfunded games) gives some jewels like Torment : Tides of Numenera... in terms of 'history of the gaming industry' this crowdfund/early access stuff is still pretty young, it might be better filtered out in the long run. Though it really isn't easy. Steam tried to help by making Greenlight access less cheap, but still, it's not really expensive - if it would, it would bring down the whole idea behind Greenlight ^^

Yah same applies to the whole "preorder" thing where you're paying for an unfinished game with no idea if it will suck or not
