She injected Garrett with the actual serum because she was curious to see what it would do. Raina and Ward were shown to be complex characters, especially, in this episode.

There is so much depth to his character that you want to hate, but at the same time once you understand his story, you feel bad for him. I don’t want to explain everything that happens because I want you to experience it for yourself. Things will be a lot clearer at the end of Season 2.
