the full moon affects each girl differently by personality. Emma is a control freak and strong willed, so when she was affected, she was care free and a goofy mess. Cleo is insecure and shy, so she became conceited and outgoing. I love how we learned about the siren effect. When Rikki turns, you'll see :) it's one of my favorite episodes. The moon kind of...takes their personalities and makes them complete opposites, while also making their insecurities amplified. It also makes them seductive, seeing as like you said, mermaids do seduce people. Also, each full moon is different so while Emma turned when she touched water, Cleo didn't. It's different each month because of planetary alignments.
