Keep in mind this is, as you said the first ever episode of the ENTIRE "Arrowverse" so they had no idea how well the show would do. Sarah Lance wasn't really suppose to have a huge part at this point, so the actor who plays Sarah here, was only in this episode as a "guest" role. that's why they recasted her.....I think XD
